The success of The Pee-wee Herman Show prompted Warner Bros. to hire Paul Reubens to write a script for a full-length Pee-wee Herman film. His original concept was a remake of Pollyanna (1960), Reubens's favorite film, with Pee-wee Herman in the Hayley Mills role. While writing the script, Reubens noticed that many at Warner Bros. rode bicycles around the backlot and requested one of his own. This inspired Reubens to start a new script.

Too Close for Comfort is an American sitcom television series that aired on ABC from November 11, 1980, to May 5, 1983, and in first-run syndication from April 7, 1984, to February 7, 1987. Its name was changed to The Ted Knight Show when the show was retooled in 1986 for what would turn out to be its final season, due to Ted Knight's death. The original concept of the series was based on the 1980s British sitcom Keep It in the Family. Knight plays work-at-home cartoonist Henry Rush, who is married to Muriel, and their two adult daughters, Jackie and Sara, live in the downstairs apartment of their San Francisco two-flat. An episode involving the daughters moving across the bay to Oakland and the family complaining about crime, undrinkable water, and constant sound of police sirens saw the episode being briefly protested by Oakland politicians. The family moves to Marin County for the show's final season, where Henry Rush becomes a co-owner of the local weekly newspaper.

The A-Team is an American action-adventure television series that ran on NBC from January 1983 to March 1987 about former members of a fictitious United States Army Special Forces unit. They were convicted and sentenced to serve terms in a military prison, but later escaped to Los Angeles and began working as soldiers of fortune, while trying to clear their names and avoid capture by law enforcement and military authorities. The series was created by Stephen J. Cannell and Frank Lupo. A feature film based on the series was released by 20th Century Fox in 2010.

Originally as a spec script, the film was called Bill & Ted's Time Van. The core plot was similar, with Bill and Ted on the verge of failing their history class, ruining their plans to form a band. However, it deviated from the film version when they borrowed a van from their 28-year-old friend Rufus. While driving the van, they end up in Nazi Germany; and after some hijinks, bring Adolf Hitler back to present-day San Dimas before continuing to collect other historical figures. Solomon said this approach became problematic, and Hitler was switched out with Napoleon in their final script. Other ideas in the spec script that were dropped included more involvement of Bill and Ted's classmates, including having them time-travel with them; visiting Julius Caesar in the Roman Empire and ending up causing his death; and helping a prehistoric caveman invent fire so that they could light up a joint. The van, a 1969 Chevrolet, was abandoned as it was considered too similar to the DeLorean used in the Back to the Future trilogy. It was later replaced with a phone booth—which, contrary to common belief, was not intended as a reference to the TARDIS from the British sci-fi show Doctor Who. (Matheson said, "All of us were so clueless and knew nothing about Doctor Who.") In earlier drafts of the script, other historical figures Bill and Ted plucked from history included Charlemagne (whom they referred to as "Charlie Mangay"), Babe Ruth, and a non-famous medieval person called John the Serf (who is nonetheless listed in the credits).

Paramount Pictures had planned a television series based on the first film. Murphy turned down the series but was willing to do a sequel. Producers Simpson and Bruckheimer hired Tony Scott to direct due to his success with the 1986 blockbuster film Top Gun. The film was originally to be set and filmed in London and Paris; however, the script was re-written after Murphy expressed a reluctance to film outside the United States.
Eddie Murphy's salary to star in the movie was $8 million. The budget of the movie was $27 million. Ronny Cox was going to have more screen time in the film, but couldn't due to his role in Robocop. Filming began on November 10, 1986, and concluded on March 25, 1987, after 135 days of filming
